Policies Involving New Energy

N01. Five New National Standards on Electric Vehicle Charging Ports and Communication Protocol

On the basis of the previous four standards, the newly released five national standards, which were formally implemented as of January 1, 2016, supplement the Electric Vehicle Conductive Charging System Part 1: General Requirements. The revised five national standards mainly specify further requirements for enhancing the safety and compatibility of electric vehicle charging facilities; in the section on AC charging, they update the prohibition on straight-through cables and domestic plugs which could present potential safety hazards; for charging at a current of more than 16 amps, there must be an electronic lock and a temperature sensor at the vehicle socket and the power supply socket.

N02. Notice on the Financial Support Policy of the Promotion and Application of New Energy Automobiles in 2016-2020

According to the notice, in 2016, taking the traveling range (R) of pure electric vehicles as the standard, the specific subsidies for passenger cars are as follows:

1. Battery electric vehicle: 100km≤R<150km: 25,000 yuan; 150km≤R<250km: 45,000 yuan; R≥250km: 55,000 yuan.

2. Plug-in hybrid power passenger car (including extended range electric vehicle): R≥50km: 30,000 yuan;

The requirement for driving range of BEV is changed from 80km or above (as per the policy in 2013-2015) to 100km, and the subsidy is reduced by 5,000 yuan. The subsidy for plug-in hybrid power passenger cars (including extended-range electric vehicles) is also reduced by 5,000 yuan.

N03. Administrative Measures for Lithium Ion Battery Industry Standard Announcement

In order to strengthen the management of the lithium ion battery industry and promote its healthy development, and to implement the Lithium Ion Battery Industry Standard Conditions, the Ministry of Industry and Information and Technology issued the Interim Administrative Measures for Lithium Ion Battery Industry Standard Announcement.

N04. Interim Measures for the Management of Industry Standard Announcement of the Comprehensive Utilization of New Energy Vehicle Used Power Battery

Recycling of used batteries from new energy vehicles: in order to better manage, develop, and standardize the industry, create order in the market, and increase the scale of recycling, the Ministry of Industry and Information Technology issued the Interim Measures for the Management of Industry Standard Announcement of the Comprehensive Utilization of New Energy Vehicle Used Power Battery on January 8, to solicit opinions and welcome ideas from every possible source.

N05. Notice on the Reward Policy of New Energy Vehicle Charging Infrastructure and Strengthening the Popularization and Application of New Energy Vehicles during the 13th Five Year Plan Period

On January 19, 2016, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the National Energy Administration jointly issued the Notice on the Reward Policy of New Energy Vehicle Charging Infrastructure and Strengthening the Popularization and Application of New Energy Vehicles during the 13th Five Year Plan Period. The notice points out that in order to promote the construction of new energy vehicle charging infrastructure and encourage the spread of new energy vehicles, central finance will continue to subsidize the construction and operation of charging infrastructure. Relevant standards have been formulated.

N06. Notice of the Ministry of Housing and Urban-Rural Development on Enhancing the Planning and Construction of Urban Electric Vehicle Charging Facilities

In order to promote the planning and construction of urban electric vehicle charging facilities and promote the spread of electric vehicles, the Ministry of Housing and Urban-Rural Development issued the Notice on Enhancing the Planning and Construction of Urban Electric Vehicle Charging Facilities.

The notice points out the need to incentivize construction of charging facilities and promote an advanced, rational and efficient charging facility system. Charging facilities at the homes of users will be the main focus, bucked up by charging facilities on the parking lots of urban public buildings, public parking lots, and street parking spaces, and by centralized charging and exchanging stations. In principle, each electric vehicle should have a core charging spot, while public parking spaces equipped with charging facilities should account for at least 10% of the total parking spaces, and there should be at least one quick charging and exchanging station for every 2,000 electric vehicles.

N07. List of Recommended Models of the New Energy Vehicle Popularization and Application

On January 14, 2016, the Ministry of Industry and Information Technology released the first List of Recommended Models of the New Energy Vehicle Popularization and Application in 2016, replacing the models in the previous List of Recommended Models of Energy-saving and New Energy Vehicle Demonstration, Popularization, and Application Project as of January 1, 2016. The newly released list includes 247 models, comprising 32 all-electric vehicles, 4 passenger cars, 132 coaches, and 12 hybrid cars, 5 passenger cars, and 62 coaches.

N08. List of Recommended Models of the New Energy Vehicle Popularization and Application

On February 29, the Ministry of Industry and Information Technology released the List of Recommended Models of the New Energy Vehicle Popularization and Application. It contained a total of 466 models. In terms of pure electric vehicles/passenger cars, models from 21 brands were included in the list: BYD, Dongfeng, Aeolus, Venucia, Lotus, Mydear, Zinoro, Zhonghua, Geely, ZD, Kandi, Denza, Zotye, Jiangnan, Changan, Chery, Lifan, Changan, Chery, Cowin, Karry, JMC, Haima, Yema, and BMW.

In terms of plug-in hybrid vehicles/passenger cars, models from BYD, Yema, and Roewe were included; in addition, the Trumpchi GAC7100SHEVD5 extended range plug-in hybrid model, the BYD 7150WTHEV3, and the Volvo VCC7204C13PHEV were also included.

In terms of pure electric coaches, models from the following brands were included in the list: Higer, Dongfeng, Youngman, Foton, Huanghai, Jinbei, Sunwin, Changda, Asiastar, Ankai, Yutong, BYD, Yema, Jinlong, Golden Dragon, Zhongtong, Sunlong, Dama, Skywell, Shanxi, Heilongjiang, DAEWOO, Alfa, Green Wheel, Xingkailong, Shuchi, Jiangxi, Feiyan, Yangtze, CSR, Guangtong, Shudu, and Wanda. In terms of plug-in hybrid coaches, models of Asiastar, Ankai, and JMMC were included.

In terms of hybrid coaches, models from Yutong, Wanda, CSR, Zhongtong, Golden Dragon, Jinlong, Higer, BYD, and Foton were included.

It is notable that no pure electric special vehicles were included in the first or the second list of recommended models.

N09. List of Recommended Models of the New Energy Vehicle Popularization and Application

On April 1, the Ministry of Industry and Information Technology released the List of Recommended Models of the New Energy Vehicle Popularization and Application. 309 models are included into the list. In terms of pure electric vehicles/passenger cars, the five models included are BHCD-1, Soueast, Leahead, Haima, and Hongxing. In addition, the Trumpchi extended range hybrid and plug-in hybrid models are also included.

A large number of pure electric coach models are included: FAW, Dongfeng, Foton, Changan, Huanghai, Sunwin, Asiastar, Ankai, Yutong, Chufeng, Guilin, Yema, Higer, Jinlong, Golden Dragon, Zhongtong, Shaolin, Hengtong, Sunlong, Dama, Skywell, Chunzhou, Kawei, Jinma, Shanxi, Alfa, Green Wheel, Youyi, Zuanshi, Changjiang, Xingkailong, Huanghe, Feiyan, Yangtze, CSR, Baiyun, Guangtong, Shudu, Wanda, and others. In terms of plug-in hybrid coaches, models from Ankai, Chufeng, Zhongtong, Hengtong, and Feichi are included. It is worth noting that the Foton fuel cell city bus is also included.

In addition, the fifth part of the Road Motor Vehicle Manufacturers and Products released information on "revoked manufacturers and products". The four enterprises whose manufacturing qualification has been revoked are Nanjing Minghui Vehicle Manufacturing Co., Ltd., Yantai Automobile Manufacturing Factory, Jialing Industrial Co., Ltd., and Wujiang Machinery Works of Shanying Group.

N010. Directory of Enterprises Meeting the Auto Power Battery Industry Standard Conditions

On January 20, the Ministry of Industry and Information Technology released the announcement of the directory of enterprises meeting the Auto Power Battery Industry Standard Conditions. Enterprises included in the second directory are Wanxiang A123 System Co., Ltd., Huizhou BYD Battery Co., Ltd., Hefei Guoxuan High-Tech Power Energy Co., Ltd., Citic Guoan MGL Power Science and Technology Ltd., Do-fluoride New Energy Technology Co., Ltd., Henan Huanyu New Power Science and Technology Co., Ltd., and Jiangsu Highstar Power Supply Co., Ltd. To date, 17 enterprises have met the standard conditions.

N011. Directory of Enterprises Meeting the Auto Power Battery Industry Standard Conditions

In accordance with the Auto Power Battery Industry Standard Conditions, based on applications from enterprises, as well as preliminary review by the local department for industry and informationization, technical review by experts, online circulars, and other specified procedures, the Ministry of Industry and Information Technology released the directory of enterprises meeting the Auto Power Battery Industry Standard Conditions. The eight enterprises included in this directory are Tianjie Jeve Power Industry Co., Ltd., Shenzhen Bak Battery Co., Ltd., Shanxi Zhongdao Energy Co., Ltd., Henan Xintaihang Power Co., Ltd., Zhejiang Tianneng Energy Technology Co., Ltd., Dongguan McNair New Energy Co., Ltd., Phylion Battery Co., Ltd., and Shandong Wina Environmental Protection Power Supply Technology Co., Ltd.

N012. Supplementary notice on the Application of Enterprises for Auto Power Battery Industry Standard Conditions

To standardize the application process and requirements, review the process and control it strictly, implement the relevant standards, and provide further guidance for the healthy development of the industry, the Ministry of Industry and Information Technology has issued the supplementary notice on the application of enterprises for Auto Power Battery Industry Standard Conditions. In accordance with the requirements specified under standards GB/T31484-2015, GB/T31485-2015, and GB/T31486-2015, independent enterprises which have been listed in the announcement must conduct new tests on representative products, and submit the test reports in accordance with the requirements of qualified battery test institutions before the end of June 2016. Those failing to submit the report within the specified time limit will have their qualification withdrawn.

N013. Directory of Enterprises Meeting the Auto Power Battery Industry Standard Conditions (Announcement)

On June 20, the Directory of Enterprises Meeting the Auto Power Battery Industry Standard Conditions (the fourth batch) was announced. According to EVHUI.COM, 57 enterprises have achieved compliance with the conditions and been included in the directory - 56 battery manufacturers and 1 battery systems company.

N014. Notice on the Implementation of Verification of New Energy Automobile Popularization and Application

In order to promote the Instructional Advice of the General Office of the State Council on Speeding Up the Popularization and Application of New Energy Vehicles, and cultivate a positive environment for the spread of new energy vehicles, four ministries and commissions will verify progress in terms of achieving these goals, and scrutinize the use and management of funds in the short term. Central inspection period: from now to February 5; on-location inspection period: to be determined. The subjects of the verification process are new energy automobiles which obtained central fiscal subsidies in 2013 and 2014, and new energy automobiles which applied for the subsidies in 2015. The process will cover all vehicle manufacturers and new energy automobile operating enterprises, leasing enterprises, enterprises and institutions, and other new energy automobile users.

N015. Guidelines for the Development of Electric Vehicle Charging Infrastructure

The National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the Ministry of Housing and Urban-Rural Development issued the Guidelines for the Development of Electric Vehicle Charging Infrastructure in October, 2015. In accordance with the requirements of electric vehicles in each application field for the allocation of charging infrastructure, based on classified measurement and calculation, the specific charging infrastructure required over the period from 2015 to 2020 is as follows: 3,848 bus charging and exchanging stations, 2,462 taxi charging and exchanging stations, 2,438 special charging stations for environmental sanitation and logistics, 4.3 million special charging piles for service car and private car users, 2,397 urban public charging stations, 500,000 public charging piles, and 842 intercity quick charging stations.

N016. Regulations on the Management of Urban Bus and Electric Bus Passenger Transportation

To regulate urban bus and electric bus management, ensure safety in operation, improve the quality of service, maintain an orderly market, promote healthy and orderly development, and protect the legitimate rights and interests of both passengers and urban and electric bus operators, the Ministry of Transport has drafted the Regulations on the Management of Urban Bus and Electric Bus Passenger Transportation and attempted to solicit opinions from the public. The deadline for feedback is March 2, 2016.

N017. Low-speed Electric Car National Standard Project Approval Soliciting Public Opinions

On April 14, 2016, the National Standardization Management Committee solicited public views on its website concerning the first batch of national standard projects due for approval in 2016. These include Four-wheel Low-speed Electric Passenger Car Technical Conditions, which indicates that the status of low-speed electric vehicles is due to be formalized. Although this standard deals with elements of low-speed electric vehicle products including the definition and comprehensive performance indicators, it does not mean that low-speed electric vehicle manufacturers will immediately be qualified for manufacture. Their products will not obtain qualification and registration from the Ministry of Industry and Information Technology until they have submitted the appropriate application information to the National Development and Reform Commission, in accordance with the relevant provisions on newly established pure electric passenger car enterprises, and been granted approval.

N018. Access Management Rules for New Energy Automobile Manufacturers and Products

Following the release of the Access Management Rules for New Energy Automobile Manufacturers and Products, new energy automobiles will have to comply with special inspection standards for new energy vehicles as well as the standards for ordinary automobiles.

N019. Notice on the Implementation of Major Projects Package of Manufacturing Industry Upgrading and Reconstruction

On May 13, the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued the Notice on the Implementation of Major Projects Package of Manufacturing Industry Upgrading and Reconstruction, aimed at stabilizing expectations, confidence, investment, and growth , promoting transformation and upgrading, improving quality, increasing efficiency, and accelerating the construction of a powerful manufacturing industry. The package focuses on 10 key projects, including intelligence transform, upgrading basic capability, promoting green manufacturing, and developing high-end equipment. ‘Energy-saving and new-energy automobiles’ is a high-end equipment development project. As far as this project is concerned, the notice points out that the focus should be on energy conservation and environment-friendly engines, efficient engine power transmission systems, electronic control system and key parts and components, as well as the development of finished automobile control system and plug-in deeply hybrid power for new energy vehicles.

N020. Hydrogen Energy and Fuel Cell Technology Strategic Direction Planning Objectives

The National Development and Reform Commission and the National Energy Administration has issued the Innovation Action Plan for Energy Technology Revolution along with the Key Innovation Action Roadmap of Energy Technology Revolution, presenting 15 major technology-related innovation priorities, including technology for clean and efficient utilization of coal, for advanced nuclear energy, for hydrogen energy and fuel cell technology, for advanced energy storage technology, and for energy-related internet technology.

N021. Technical Specification for Electric Automobile Remote Service and Management System

To strengthen safety supervision and achieve real-time performance monitoring of new energy automobiles by using IT to the full, the Ministry of Industry and Information Technology entrusted the China Auto Standardization Technology Committee to study and formulate the Technical Specification for Electric Automobile Remote Service and Management System. This specification regulates the general structure and functions of the electric vehicle remote service and management system and defines the relationships between public platforms, enterprise platforms, and vehicle terminals. It applies to electric vehicles, especially passenger vehicles and commercial vehicles.

N022. Electric Bus Safety Specifications

In order to strengthen the management of the electric bus industry, enhance product safety requirements, and ensure the safety of passengers and property, the department of Equipment Manufacturing Industry entrusted industry institutions, key enterprises, and other units to study and develop the Electric Bus Safety Specifications, which are now open for public opinion. The deadline for feedback is June 18, 2016.
